EMC Testing to Requirements for CE Marking (Europe)


The European Union's Electromagnetic Compatibility (EMC) Directive 89/336/EEC outlines the requirements for electrical apparatus to control interference. The current EMC Directive, 89/336/EEC will remain in effect until July 20, 2007. At that point, the revised EMC Directive, 2004/108/EC will replace 89/336/EEC as the EMC Directive in force.

Manufacturers will have until July 20, 2009 to place on the market or put into service products that only comply with 89/336/EEC. After July 20, 2009, all products entering or sold in the EU must meet 2004/108/EC.

The most significant change associated with the new EMC Directive is the elimination of a Competent Body Review for products that are family grouped, or require alternate test methods from those outlined in the Generic or Product Specific Standards. Either EMC Directive allows free access to the EU by establishing 'essential requirements' for all electrical goods. “Equipment shall be so designed and manufactured, having regard to the state of the art, as to ensure that:
  1. The electromagnetic disturbance generated does not exceed the level above which radio and telecommunications equipment or other equipment cannot operate as intended
  2. It has a level of immunity to the electromagnetic disturbance to be expected in its intended use which allows it to operate without unacceptable degradation of its intended use."
The European Union's harmonized EMC Standards provide guidelines and limits for testing and include descriptions of test layout and methods, as well as defined maximum permissible limits of electro-magnetic emission and immunity levels.
